Level 3 Heritage Statements for Listed Buildings
Some projects need more than a concise desk‑based statement. Where the building, the proposal or the heritage issues are more complex, a site visit and fuller assessment can be the most sensible way to support a listed building consent application. That is what Level 3 is for.
Level 3 heritage statements are designed for proposals where proper assessment cannot sensibly be carried out from desk-based information alone. This might be because the building has a more complex history, the works are substantial, or there are sensitive townscape and setting issues to address alongside the fabric changes.
What a Level 3 heritage statement involves
A site visit to inspect the building, its interior, exterior and immediate setting.
Review of available information on the building’s history, significance and planning context.
A fuller written heritage statement, tailored to the proposals, setting out significance, impact and justification in more detail.
Clear explanation of how the design responds to heritage considerations, including any mitigation or refinement agreed with the project team.
A document written to support more involved listed building consent and related applications.
When Level 3 is appropriate
Level 3 is usually appropriate where:
The proposed works are substantial, complex or affect key elements of significance.
There are likely to be sensitive issues around setting, views or the contribution of the building to a wider conservation area or streetscape.
The local authority or conservation officer expects a more detailed assessment to accompany the application.

What this service does not include
Level 3 does not include architectural design work, a measured survey, structural advice or ongoing planning representation unless separately agreed. Where additional work is needed beyond the core heritage statement, this can be scoped as an add‑on service.
